Investigation into Tesla's Rebate Requests Following Canadian Incentive Program Deadline

Published March 10, 2025

Recently, the Minister of Transport Canada has launched an investigation into Tesla after an unusually high number of rebate requests were filed just before the deadline of Canada's iZEV incentive program. As the program was about to end, Tesla reported an astonishing 8,600 vehicle sales over a span of just three days. This spike occurred despite ongoing criticism in Canada regarding Tesla CEO Elon Musk and his involvement in the previous U.S. administration.

Tesla's claims suggest that they sold more cars in Canada during these last three days than they managed to sell in the entire first quarter of 2024. According to reports, the company asserts it delivered 8,653 cars in one weekend, with over 4,000 units shipped from a single location in Quebec City. This flurry of sales allowed Tesla to secure over $43 million in rebates, which represented more than half of the remaining budget allocated for the program.

The iZEV program was initially set to run until mid-March; however, by the end of January, government officials warned that the funds were diminishing rapidly. Tesla's last-minute surge in rebate applications emptied the program's funds.

The Canadian Auto Dealers Association (CADA) has expressed concern over the impact of these late rebate requests. They noted that around 2,300 vehicles had rebate applications that were not reimbursed. Dealers had provided customers with the $5,000 rebate upfront, expecting it to be refunded by the government. Unfortunately, as the program's funds were exhausted, dealerships found themselves facing a loss of about $10 million as they covered these rebates out of pocket. CADA spokesperson Huw Williams commented that these dealers should not be forced to pay on behalf of the government, accusing Tesla of exploiting the system.

The Popularity of Tesla in Canada

Despite facing backlash, Tesla remains the most popular electric vehicle brand in Canada, although the recent sales figures raise questions. It's likely that the nearing deadline of the incentive program spurred consumers to make purchases quickly in order to take advantage of the available rebates. While it was anticipated that Tesla would benefit the most from this increase, the surge in sales after a significant 70% drop from December to January raises suspicion. The authenticity of Tesla's claimed sales figures comes into question, and a thorough investigation by Transport Canada will be necessary to clarify the situation.

The Future of the iZEV Program

Transport Canada has stated that while the iZEV program, which commenced in 2019, is currently paused, the future looks uncertain. Canada's next Prime Minister, Mark Carney, has indicated plans to renew the program with additional government funding in the future.
