Apple's New AI Venture in China with Alibaba

Published February 14, 2025

Apple is reportedly planning to launch a censored version of its upcoming artificial intelligence features in China. This move comes as the tech giant looks to strengthen its presence in a market that is becoming increasingly competitive.

To facilitate this ambitious venture, Apple will collaborate with local tech leaders, notably Alibaba, as well as Baidu. According to a report by Bloomberg News, the Silicon Valley company is gearing up for the rollout of its Apple Intelligence platform in China, which is anticipated to occur in May of this year.

In order to align its AI models with Chinese regulations, Apple is dependent on the support of local software companies. This partnership aims to provide outputs from Apple's AI that meet the strict censorship norms mandated by the Chinese government.

Declining iPhone Sales in China

China is the second-largest market for Apple after the United States. However, the company has experienced diminishing sales figures in the region. iPhone sales, for instance, have plunged from approximately 52 million units in the previous year to about 43 million units in 2024.

Analysts attribute this drop in sales to stronger competition from local smartphone brands and Apple's slower adoption of AI technologies. Furthermore, China's own advancements in AI have led to the emergence of robust competitors such as DeepSeek, which rivals the capabilities of American firms like OpenAI and its ChatGPT platform.

Interestingly, the responses generated by DeepSeek often resonate with narratives promoted by the Chinese Communist Party. This further intensifies competition for Apple as it strives to capture more market share.

Adapting Apple’s AI Strategy

Given the developments in the AI landscape, Apple may need to adapt its existing AI offerings to remain competitive within China. Currently, Apple's AI technologies operate under three main formats in the U.S.: features that run directly on devices, internet server-powered features, and integrations with OpenAI tools on Apple's infrastructure.

In China, it is expected that, while Apple's AI features will still function on devices similarly to their use in the U.S., an extra layer provided by Alibaba's software will help filter out content that the Chinese authorities deem objectionable.

For certain complex user queries, Apple's AI system would generate responses through a secure cloud computing network that utilizes Apple's custom Mac chips. However, in the context of China, it appears that Apple will require local partners for its AI cloud computing components.

Compliance with Chinese Laws

Apple's commitments to comply with local regulations in China are not a surprise. The company has previously taken steps to remove various apps, including Meta’s Threads, WhatsApp, Telegram, and Signal, from its App Store after directives from the Chinese government.

In response to such compliance issues, Apple has stated, “We are obligated to follow the laws in the countries where we operate, even when we disagree.” This perspective underscores Apple's heavy dependence on China, not only as a manufacturing hub but also as a lucrative market for its products.
